Is it true that they are upgrading this system to APCO25? If so when? As broke as Tulsa is will they be able to afford the change?

In time yes the state and Tulsa will upgrade to APCO 25. It's not a matter of Tulsa being broke it's about how much the federal government is willing to hand out in grants.
