I took some pics of these antennas on street lights. They face to the West and are on like this one at 16th & Cuming street and a lot of the intersections downtown have these things on there.

Good pictures. Last I knew Omaha uses a system close to what this company makes. They must control the operations from the 911 Center out on 156th. I've been to the Qwest Center for a few events and I still see OPD and a cruiser sitting at each intersection controlling the lights, so I'm not sure why these are installed or why they utilize the system more, unless no one has read the instruction manual yet.

Someone out West has to have something to do with them, and it's pointed towards the center.
