What county?
If you just program the frequencies, towers, or talkgroups for one county assigned to a scanlist you should only hear the one county.
You can use the Library Import in EZ-Scan to create a Scanlist based on your county, or via your zip code.
I can not find EZ-scan on my TRX 2
It is the software you install to program the scanner. It should be on your PC or laptop.

Also remember that EZ-Scan is also required in order to download database updates for your TRX-2.
As well as firmware updates.

Whistler has a stand alone program for firmware upgrades that can be downloaded from the their site whistlergroup. But there's no 3:rd party scanner programming software so you'll anyhow end up using EZ-Scan. But that stand alone program are the only one I can use if I don't want one communication failure after the other during upgrade attempts.

Being in Denver NC in Lincoln County, there are 2 sites you should have programmed. In addition to the Lincolnton site, you also need to include the Anderson Mountain site in Catawba County which is far closer.
This will only help him, based on the original post, if he limits the TGs to the one county.
