I've been hearing Duluth PD squads saying "OnView" a lot lately, usually followed by an intersection. What exactly is this? My guess...a live video camera which has a radio transmitter built in so that dispatch and other squads can see it?

On views are simply something that squads come across on their own, without having been dispatched by the dispatcher.
