No. A subscriber radio must be affiliated with a site for it to carry traffic. Each site carries traffic for a subset of the talk groups on the system.

Not in every case. Regarding the OP's case & how large the system is I'd assume the above to be true but there are exceptions. A neighboring county of mine's TRS carries traffic countywide regardless if the unit is affiliated with the east or the west simulcast. Same goes for Philly. One just has to listen for a while and take note of what talkgroups are carried where to make that determination
I agree with both answers. It does depend on how the radio affiliates with the respective system. I live in Denver, where it is damn difficult to determine who is doing what. (Aurora, Denver, ect.) Fortunately, my apx6000li does a great job.
