Possible surveillance ?

I've been hearing Zebra units calling 10-41 at a certian apartment complex...county uses 10-41 as being off duty, however I've heard different Zebra units going 10-41 at this certain apartment complex late at night...any ideas as to whats goin on?

note: this is not being done by the county that uses 10-41 as being off duty and zebra units are a mystery to me.....in all my 2 years of scanning i've never heard this pd use zebra units until this started

Does the department in question perhaps have a substation of some sort at the building? Some depts. have been known to have small substations or offices at larger apartment buildings or housing complexes.

Just a thought.

Na,all of their substations are at Quicktrips....

I was under the impression that KCMO used 10-41 to indicate beginning of the tour of duty. http://www.kcpd.org/masterindex/files/PI/pi0405.pdf . Perhaps they're starting their tour of duty there. In that case, it may very well surveillance as you speculated. That stuff is usually on one of the special ops channels on the KCMO edacs channels, it seems.

I'll hear zebra 99, show me 10-41 xxxxxx apartments and wont hear from them again. Also, these units can be heard in their normal sectors when not out at this location.

Maybe an off duty assignment. Over here in KC they sometimes will take their radios with them to the department approved off duty work they get hired to do.
