Does anyone know where the Postal Police and the Postal Inspectors have moved to? I have listened to them for years in NYC now their systems have gone silent.

Nope the P25 frequency is active but the primary user (I believe) is postal inspection service USPIS and they are 95% encrypted. 416.225 is in analog mode and is used by postal police, it serves the same group of users when the federal trunking system was still up a year or so ago.
