I have a Pro 106 and it works great here in DuPage county. I am fairly new to this type of radio.
When ever I get outside of DuPage I don't hear anything.
This weekend I have to go down to Fulton County. Is there a way to program the scanner to listen to ISP between here and there?

Yes, you can. Here's the link to the statewide radio system:

You need to find out what troops patrol the area you're traveling thru, and make note of those talkgroups.
Next step, find out what towers you'll be passing, and make note of those control channels.

Try using software if you don't already; it makes programming 1000x easier. You can find free 30 day trials for a few versions.
