PRO-163 Programming help

I have recently purchased a PRO-163 scanner from radio shack and i am currently in the process of programming it, I understand how to program it and most of the channels i want are in there. What i am having trouble with is programming and recieving NYSP frequencies. I know they operate using ct tones to communicate between the base and the cars. i am trying to get the frequencies for Troop A zone 1 and 2. i have programmed the Troop A base to car on one channel and Troop A zone 1 and 2 base to car and subsequent channel and i programmed in the CT tones that are listed for it. then on two other channels zone 1 and 2 car to base with there ct tones. after having those in the only one i am picking up is the troop A HQ base to cars. can anyone help with me what i am doing wrong

You really won't hear the mobiles very well unless they are within about 5 miles or so of your location. If you are using an external antenna, you have a better chance of hearing them at a further distance. But this is also dependent upon terrain, buildings, trees, etc.

well right now it is in my basement with just the antenna from the box while i program it, but as soon as i am done it will be going in my car where i will have an antenna mounted on my car. I dont think i need the programming software as i have the majority of the frequencies i want already programmed in, would there be another benefit to getting the software
