I just won a bid for a PRO-164 on Ebay and from the looks of it the 164 is pretty much the same as the PRO-97?

The only real difference I saw was the 164 covers the 700mhz range?

Could there be some other things I am missing?

Is the 164 just an updated 97?

Congrats on your purchase.... basically you are correct in that the 164 is the next gen 97. Check out this link from the Wiki that explains all the features of the 164, Pro-164 - The RadioReference Wiki. This radio supports re-banding and is firmware upgradeable, it also incorporates some frequency steps that the 97 didn't. And there is a signal strength meter on the display that was not on the 97.
