If you are asking if you can program VHF railroad frequencies into the PRO-164, the answer is yes you can, and yes you program the scanner without a computer.

If you wish to listen to the railroad frequencies, they are in the search mode of the scanner. Just keep pressing the Search key to get it to the railroad frequencies.
