Pro 197 Priority Channels

I have a Pro 197 Scanner I have the Local PD freq set in scanlist 4 and have it set as priority and when scanning and I have scanlist 4 enabled the priority works great. When I lock out scanlist 4 I don't have the priority for the local PD , I have a Pro 163 and I can lock out the bank with the local PD and I still have the Priority channel when scanning or on manual. Anyone know of any priority settings on the Pro 197 so the scanner will check the priority channel on the scanlist that is locked out?

Program your local pd on another list with PRI turned on.
