I am scanning out of the NW suburbs of IL and Im having some trouble entering some of the information I found online into Win95. If anyone is familiar with the NWCD that would help. I have what seem like frequencies like 866.0875dv (what does the dv mean?). There is then a list of Talkgroups like 176, 208, 240, ect. Where do I enter those in? The program is kinda confusing so any help. Any help will be appreciated. Thanks in advance.

It would help out a bunch if you tell us what County and city you are wanting to program.
Then we can help you out with your request with the information from the database.

The digital NWCD system will not work on the Pro95 or Pro97.

If you get a digital capable scanner (BC785, 796, 996, 396, 250, 296, Pro96, 2096, PSR500 or PSR600) you can listen to the NWCD digital system.

Also the CARMA group has files you can download into the scanner for these and other area systems

what would be a good digital scanner as far as good for your money. I dont want the cheapest nor the most expensive crazy one. I would also like it to be a portable handheld unit.

Well, here are the digital portable scanners:

Radio Shack PRO-96 ($500 new, on sale occasionally for $400, can be found for about $300 used). Works on all 800 MHz. digital trunked systems in Illinois, including NWCD and the 800 MHz StarCom21 sites.

Uniden BC-250D (With Digital card). Available used only, usually around $200 or so. Works well with NWCD, but will not track StarCom21.

Uniden BC-296. (Available used only, usually around $250 or so).
Identical to the 250 but will track the 800 MHz. StarCom21 sites. Will work fine with NWCD.

Uniden BCD396T. (New about $550, occasionally found in the used market about $450 or so).
Works with all NWCD and StarCom21 sites.

GRE PSR-500 (New about $550, occasionally found used about $450 or so).
Works with all Starcom21 sites and NWCD.

One more caveat: With Rebanding you might have some issues with the BC250 and 296. I have heard conflicting reports about the ability to flash these for new new bandplans that are supposed to be in place when rebanding of trunked systems come about. The PRO96, PSR500 and 396 should work fine after being reprogrammed for rebanding.

Im not sure what you mean by rebanding? What is it? Do I need to do that for the pro-95?

The short story is that large parts of the 800 MHz. band is being rearranged, that will affect some Motorola trunked systems. Some older radios will no longer be able to operate correctly on these systems, newer radios will be able to be reprogrammed to work after the changes are made.

It only affects scanners when monitoring Motorola 800 MHz. systems, these scanners will continue to work on non-trunked, LTR and EDACS systems as well as some Motorola systems that are not using rebanded freqs.

As for whether the Pro-97 and Pro95 will function correctly on the rebanded systems, the answer is a definite "maybe".

Rebanding is a complex issue and the Wiki has a good article on it http://wiki.radioreference.com/index.php/Rebanding
Suffice to say that no system has to anyone knowledge actually rebanded there have been systems that have had their frequencies shifted downward away from Nextel portion of the band or switched frequencies altogether.
The Pro-95 is no rebandable and as of now no one knows if the radios that can have their firmware upgraded will be able to handle the changes made to Motorola systems under actual redanding.

on a different topic do the scanners in the US have fcc restrictions? Can we pick up FBI and such freqs?

The only real restrictions are about listening into phone calls. Modern scanners restrict the cell frequencies, cordless phones are not blocked but many can't be listened to.
Agencies like the FBI, DEA etc if they don't want you hearing what they are saying encrypt the transmissions, there is no way to listen to them and would be illegal to do so.

Is there a difference between scanners in the states and canada?
For the most part, no. Some scanners are available in Canada that do not have the cell bands blocked, but that is about the only difference.
