Hopefully you did not pay too much for the radio. The only thing that you can do is get yourself a programming cable and program it via a computer if you are wanting to use it, else sell it for parts.

It sounds like the contrast adjustment is off. If you are using WIN95 to program, check the setting and re-download to the scanner. Or you might read from the scanner first to see where it is set (and that it matches what you want). There is a means to set the contrast from the keypad, but you'll have to enter the keystrokes blindly.

Now that you mentioned it, I remember a dude who had a 95 that was jacked and all we did was "program" it with blank information from Win95 and it started working.

A quick look at the ISP page in the Database shows it to be a P25 system. Doubtful your 95 will be able to access it.
