pro-96 static receiving Sacramento SO & others

I have a PRO-96 -- the radio receives the Sacramento County digital transmissions and the voice is readeable but there is alot of "static" during the transmission, more like crackling? I installed an outside antenna and signal is stronger but same amount of static? Any suggestions? Thanks Might my radio have a problem?

The problem is on their end. I spoke with an officer for Citrus Hts PD, who use the same TRS, and he said that all of the officers hate the new radios.
