I knew what you meant..

You did not give enough info, I'm assuming THIS is the system you are talking about.

I will also assume you are trying to Monitor Site 1106 or 4106. Those are the only 2 sites that have that frequency in the DB.

Site 1106 does NOT have a CC listed.
Is there an active CC that you can pickup.

Do you know if this system is programmed correctly.
Does the Scanner follow anything on that system?

Don't know offhand either, you said you can't pickup whatever is on that frequency. If it's an ICall the Pro96 can't pick those up.

If it's a different system we need to know which one.

Actually while scanning the RACOM system, the frequencies aren't all that important if the EDACS system is set up correctly. You should be more interested in the TGIDs than the frequencies. If the frequencies are put in, in proper LCN order and MODE set to ED then it will trunk correctly. If that frequency becomes active you should see it along with the TGID assigned to it for that transmission.

It's a very large multi County, multi State system you can hear a lot of different locations coming through it.

no..
it's an EDACS trunking system....
should be set to ED

If it's working being set to FM..then there's something wrong with your scanner :p
Unless it's a Simplex TAC Freq.

Actually it will work if it's set up simply as conventional frequencies, it should lock in on the control channel and not scan, and you will get those beeps at the end ot the transmissions.
For correct operation it should be set up as an EDACS trunked system with the MODE set to ED and the frequencies in proper LCN order.

Do you have all of these in the same scanner bank?

Well it isn't good, not if you want it to work correctly.
Only use the site/s closest to your location, and set them up as an EDACS System.
Each has to go into it's own bank.

The bank must be in EDACS Mode
The tower frequencies must each be set to ED
The tower frequencies must be programmed in the LCN order listed.
