Did you download the frequencies that were already in the scanner to Win97 before you inputted the new frequencies? I'm not exactly sure what would happen if you didn't.
Software like WIN97 will overwrite all frequencies in the scanner. If you want to preserve what is in the scanner you need to download from the scanner, edit to add or change to what you want, and upload everything back to the scanner.

What you state does NOT sound correct. If a frequency is displayed in WIN97 as channel 000, that's where it should be programmed in the scanner. The uploading to the scanner overwrites everything, so it does not matter what may or may not have been in there before your upload.

The "free" version is the same as the paid version. If you intend on using this scanner for any time, having software and a cable is pretty much essential. Certainly you can learn to program your scanner by hand (recommended), but it takes a lot of time to enter stuff, especially alpha tags.
Like you said I could go into the software, move the frequencies into channel 1 thru ? in each bank and upload it again.
So that it makes sense to you, use the bank editor in WIN97 to erase the frequencies of the banks you are not using. Put everything where you want it to be. If after you upload it to the scanner, you do not get what you expect, perhaps you should post your p97 file here so we can look at it. If the file is correct, it indicates a problem with the scanner.
