Pro96 - Carriers

Seems like a lot recently, I am getting what I know at one time were called "carriers", where there is "open air" on a channel but no one saying anything. Its not really staticy (if thats a word), it just sounds like an open mic (with no background noise)

Secondly, I am hearing other channels on certain channels. I know that makes no sense, but what I mean is....
On the Birmngham (AL) Fire frequency, I have started hearing some of the Birmingham police units. Thoughts? Ideas?

The fire frequency you're talking about ,is that 154.190?

Sorry I wasn't clear... or more specific ...
Im not sure what "control sounds" are, ... but there is no sound... ok, maybe staticy... as if you turned the squelch all the way down. (but i dont keep it low)
This problem, as well as the fire department problem are on the 800mhz system, not the old fire freq of 154.1900.
