Problem running nrsc5.exe with SDR#

I keep getting the following error while trying to run the nrsc5exe command and tried to research on google and unable to find any solutions

usb_open error -3
Please fix the device permissions, e.g. by installing the udev rules file rtl-sdr.rules

I suspect you are trying to open control of the rtl device twice.......that is not possible
use sdrsharp OR use the HD Radio software ...so in your case the latter
