problem with pro 197

I have a pro 197 and I think i programed it and it wasnt picking up anything so i went and bought outdoor antenna and pick up a couple channels but i cant pick up sheriff or state police only pick up city .. im sorry to sound dumb but thiis scanner is driving me crazy... the channel i pick up i maunal programmed the other i did with programing cable and win500 so can anyone tell me what i did wrong

Firts thing that well help us is the county and state you are in.

You might while providing us with the above info - check to insure that your attenuation is off.
