i am looking for an easy way to program federal frequencies into the radio using the software

Get and learn/use Sentinel for one...
(I assume you have from the "software" reference above)?
A lot of fed stull is encrypted.
I'd look at RR data of what you want. See DE?
If DE, you ain't listening to it.
Ask here if questions...

yes I am using sentinel and I know about encryption but I am not sure what I have to do to get the right frequencies

You can find the ones in the database via a link on the initial Pennsylvania database page:

In Sentinel, you can append that list from the main database. It's in the statewide folder for every county:

Hate to break it to you. You're not going to be able to monitor FBI using any receiver of any sort. With the direction our country is turning, more and more agencies are switching on the big "E" which means our days of monitoring law enforcement are slowly coming to an end
