Where can i send this scanner to get programmed with my area?

What scanner? Both Scanner Master and Scan Control are doing programming, both for a fee, of course.
Have you tried doing it with software (and if you have a RS scanner, the right cable)? As a premium subscriber you can download data directly into software so it can be loaded to the scanner. Perhaps someone has a file for your area? You can see all the apps that support this function at the bottom of this wiki article

There are so many Pro-97s out there that I am sure we can find someone near you to clone your scanner.

pro97 and i have win97 to program it i got the files from the database and it shows up on the scanner but it just doesnt pick up the voices just alot of garble.

Post the w97 file here so we can figure out what is going on.

It appears from the database (http://www.radioreference.com/modules.php?name=RR&sid=1611) that all but a few of those talkgroups are either digital or encrypted.
The Pro-97 is analog only.

Yeap thats it system is almost all digital, trade up to a pro 96

or else become a fan of aero comms. The Pro97 does a pretty decent job on that...
