Can you enable any other System this way ?
Also per Manual
Follow these steps to lock out systems.
1. Press and hold F.
2. While continuing to hold F, rotate the Scroll Control to select a system you
want to lock out.
3. While continuing to hold F, press [L/O] to lock out the system.
4. Repeat Steps 2, and 3 to lock out additional systems.

Also found this in the Maual

Locking/Unlocking Systems
Follow these steps to lock out a system so that it does not scan even if its quick
key is selected.
1. Tap F to switch to the Function Mode then rotate the control to select the
desired system.
2. Press [L/O] to temporarily lock out the system. Temporary L/O appears. Or,
quickly press [L/O] twice to permanently lockout the system. Locked Out
appears.
3. To unlock temporarily locked out systems, turn power off and then back on. To
unlock permanently locked out systems, repeat Steps 1 and 2. System
Unlocked appears.

You should be able to use that to unlock it.
give it a try and let us know if this works

From page 21 in the instruction manual:

For two-digit SQK's, first press [.No], then enter the two-digit SQK.

Those were the correct instructions for the BCD996T. I just tested it on my scanner.

Hit the [.No] key followed by the two-digit number to lock/unlock the system assigned to that number.

If you try to unlock a group that is not defined, you will get three beeps. Maybe there is no group 46 in your scanner?

Make sure you hit the three keys in quick succession or it won't work.
You may wind up turning on system 4 and/or system 6 instead.
