If it is the RE-2000 it is a RELM HS-200 that was made to Racing Electronics specs. Basically it is the handheld version of the RELM MS-200 `base'/`Mobile' that allowed programming from a computer and had Alaphanumeric display capability. They came as either black w/ red trim or red w/ black trim though I never really could understand just why someone would want the all red one 'cause it tends to stand out like a sore thumb. I have one, black w/ red trim, that I use as a Railfanning scanner now days but it used to be my main mobile scanner before the State of Colorado went digital with their P25 DTRS. While some people complain about them both radios have been yeoman quality radios here.
Have you even actually tried programming, manually *or* via the cable, the one you have? If you are going to use the cable you are going to need a `real' serial port as I haven't had any luck getting it to work via any of the assorted USB - Serial converters I have tried. (That is not to say that there are not any converters out there that work it is just that the dozen or so *I* tried did not. {WAN GRIN!} Since I have 12 serial ports available it is not such a `biggie' here.)
