I've been to Quebec City but didn't do much scanning there beyond VHF air and VHF marine band.

Thr RadioReference page for Capitale-Nationale seems to be out of date then if Tetra is being used and should have a new listing for it.

Yes data is outdated. Police, Fire and Public work are now on Tetra (800mhz) Sometime they're back to the old system because of encryption problem. Don't know much about it.
