Radioshack pro-107 help plzz

i bought a pro-107 from radio shack, but the police band seems to be blocked for honolulu, HI! any one can help me out???

Honolulu Fire, EMS, and Police, are all on digital systems. You cannot scan digital systems with the pro-107
