So you've asked 2 different questions.

Rebanding is behind shcedule nation-wide. There aren't any systems on the air yet that are using the new "rebanding" channel plans, so it's still too early to know exactly how each scanner will be affected. My best guess for systems to begin rebanding in our area is next summer, but that's only a guess.

If you're not concerned with missing digital communications in neighboring areas near Florence (Darlington, Chesterfield, Columbia), then I'd wait until an agency that you want to monitor switches to digital before bying a digital scanner. As milf said, it'll be years before most state agencies switch to digital, and I doubt Florence Co. has any immediate plans to upgrade their system. So sit tight and wait, for new digital scanner models to be introduced with better performance, more features and perhaps a lower price.
