Was looking to upgrade handheld scanner til I looked at prices. Will have to wait a few months.
Will this fit my needs? Uniden Bcd325p2
Any others I should look at? (Handheld)

New Haven County CT. Can pick up local police and fire but not state police.

Currently using uniden 396T.

I see DMR unlocking key
ProVoice
and NXDN. Are these needed? Can software do this for me?

New Haven Troop I, which is one you said you'd like to hear, is simulcast, as are many other CLMRN sites. Depending on your exact location you may experience moderate to severe issues picking up simulcast sites with the BCD325P2 (and most other scanners) and I would recommend you look at the SDS100/SDS200 instead, they are the only scanners designed for simulcast.

There are other options such as a SDR with software on your computer or Unication pagers, but as far as a true scanner goes I'm recommending the SDS series.

I have good luck with the 325P2.

Whether you have problems with Simulcast depends totally on your location.

I'd suggest buying the 325P2 from a seller that offers a return policy, such as ScannerMaster.

Then, if you have issues, you can just return it.

Good luck!

Thanks Those were also on my list of possible scanners.

I think RaleighGuy is really giving you the best advice here. The 325 is not a simulcast-capable scanner and likely may not work well. The SDRs are the cheaper option, but you'll have to setup software like DSD+, SDRTrunk, or OP25, which can be a learning curve. If you opt for the more pricey SDSs or Unications, it will still take some learning. But you'll have a nice, more portable solution. I use a Unication G5 and it's been excellent. The Unications are public safety grade commercial receivers/pagers that are used by actual fire departments.
