And after all that BS we still don't know what it does.

Its a software-based interoperability solution. It allows connection of disparate radios and system types. Are you familiar with a Raytheon ACU1000?

I've seen RIOS in action---it's very powerful and easy to use once you get the hang of it. It'll do the crossbanding stuff like an ACU but the command features blow the other patching boxes away. Oh, and to answer the questions, it's an RF/IP gateway...plug your radios in, off you go. Hope that helps.
