RISCON TG19 (RIAC) is currently active. At first, I thought it was a drill, but it seems more like an incident @ TF Green Airport. This TG is assigned to the airport fire dept.

RISCON 19 has been active for a while now but they don't transmit often only when a plane is in trouble or a passenger has a medical emergency They are listed on RR under Warwick

It would appear that some sort of vehicle was on fire & that RIDEM had been notified. Not a drill.
