If you want to here the background operations on the riverfront plaza during new years and possibly other events, they use a repeater with the output on 462.700.
Weird to see the city use GMRS even though I thought businesses weren't allowed to use it anymore.

There are "grandfathered" GMRS licenses. Quite a long time ago GMRS could be licensed to non-individuals (business, etc). As long as they kept their license renewed and didn't make any major changes, they would have been "grandfathered" and allowed to keep their existing license.

No new licenses are issued for non-individuals, however, that rule changed many, many years ago.

Yes, I know that part, but I believe the city of Allegan likes to rent their radios from the local radio shop (CCOM) instead of outright owning them. But I don't know how far a license goes with rented radios that are used only a couple times a year.

The radio shop holds the license and probably rents those radios out several times a year to anyone with a need. The license pays for itself.
