I cannot figure out what system or frequencies Rochester PD is using. The only TG listed in Armer is car to car and no frequencies are showing Rochester PD

Olmsted County dispatches Rochester.

That is incorrect. Rochester PD has been the primary PSAP and dispatch center for 30+ years. RPD dispatches for the entire county.
