    We've noticed a huge increase in rants and negative posts that revolve around agencies going to encryption due to the broadcasting of scanner audio on the internet. It's now worn out and continues to be the same recycled rants. These rants hijack the threads and derail the conversation. They no longer have a place anywhere on this forum other than in the designated threads in the Rants forum in the Tavern.

Prefers a Base Station, no particular brand preference. just wanting recommendations


wants to hear Sheriff, Fire/EMS/Schools/Utils EVERYTHING

Does your friend want to purchase a new or used scanner? If new, any limitation on the maximum amount of money the friend wants to spend? Either way a few words of advice, please advise your friend to go ahead and purchase a scanner that will monitor an APCO 25 System because Rockdale County posted a Request For Proposals a couple of weeks or so ago to upgrade the Smartnet II System to P25. This will save him/her the headache of having to purchase another scanner when the change takes place, plus minimize the time he/she is not able to listen in.

ok well we were looking for what we need, i dont think we want to go over 2-300 range. and he prefers a base station over handheld.

i already knew about the P25 upgrade possibility... so i have already advised him on that.

Any word on if Rockdale will encrypt? It looks like the RFP references encryption as a capability, but does not mention if they want to start that way.

Hopefully they will only encrypt specific talkgroups like ADMIN, CID, SWAT, etc. and not the main dispatch talkgroups like FIRE DISPATCH, S.O. DISPATCH, etc. Agencies think they are doing a great thing for themselves when they encrypt every talkgroup in a system, but they hamper interoperability between agencies when they do this. Interoperability is not just an officer in one jurisdiction being able to communicate with an officer in another, it is also their ability to monitor and anticipate the actions of a criminal or officers in another jurisdiction too. I know several law enforcement officers who use to keep a scanner in their patrol car while on duty so they could listen to routine dispatch traffic in adjacent counties so they could stay one step ahead of something that might be coming their way, i.e. chase, lookout on armed robbery suspects, description of a vehicle involved in car jacking, severe weather, etc. but now they have gotten to the point where they don't even bother because some agencies have made it so difficult to monitor by encrypting all talkgroups in their system or even switched to systems like MotoTRBO or NEXEDGE that can't be scanned. It's kind of a shame because those type officers are the ones that were always one step ahead, staying on top of things and making things positive and productive happen without having to wait on a dispatcher in one 9-1-1 Center to make a phone call to a dispatcher in another 9-1-1 Center then relay the information. This can and does waste valuable seconds, so it is no wonder it takes longer to catch the bad guys now a days, if they get caught at all.... Boy, how times have changed...

unfortunately due to the actions of a few bad apples and media attention, encryption is being implemented more and more. I read Clayton county's RFP for a new 700MHz DTRS and walked away with a feeling that pretty much all public safety talkgroups WILL be encrypted. All of the subscriber equipment for public safety (mid and high tier) called for encryption to be included.

What a shame as without a single, adapted standard, system wide encryption is just another brick in the walled garden many of these expensive, proprietary radio systems.

Motorola's ADP software encryption on Astro 25 is the biggest offender. Not only is it cheap, but it's only available on Motorola subscriber units, meaning your agency will be locked into buying Motorola as it's a proprietary feature. Agencies like Hall county and Gwinnett using ADP should have considered this. No Kenwood or EFJ radios for them unless they buy more expensive DES/AES hardware encryption and migrate to that.

Speaking of ADP, Rockdale's RFP states they will continue using their existing XTS/XTL Motorola radios with their new DTRS but:

"Vendor may not utilize proprietary/vendor exclusive technology for encryption."
