I noticed that the CDF RRU-1, 2, and 3 frequencies are used by Riverside county. So Riverside county contracts with CDF for dispatch services?

Cal Fire IS the Riverside County Fire Depatment. RVC and/or it's contract cities own the stations, fire equipment and everything else while Cal Fire provides the firefighters and staff under contract.

So there are two types of Calfire firefighters in RV county? Those who crew on state owned apparatus and respond to SRA incidents and those who crew on county owned apparatus and respond to non-SRA incidents?

Correct. Other counties and cities do the same thing throughout the state.

State crews also respond to local incidents, including having first-in areas, such as Anza Station.
