Salem PD stream question

Am I hearing Salem P-25 PD dispatch/traffic on the feed? are they not encrypted ?

Obviously, I can’t receive on my HP-2

Salem PD is encrypted and that scanner feed has a delay.

The feed be streamed, by someone at 911 center , from my understanding. It has 30 min delay. On the scanner you won't hear any traffic on the talkgroup, because it's encrypted. The scanner might stop and show the TG, but you won't hear any audio.

City of Salem Police Department in Salem, Oregon. SMP Dispatch 1 TalkGroup on the City of Salem P25 trunking system. This encrypted talkgroup is rebroadcast with a 15 minute delay.

Yea it was at start of the feed stated it was 30min, but 15 makes sense.
