RID 1 has been seen before where the Repeater is ID'n vs the Radio on the input
Could be an LE3 Repeater being installed for an event upcoming
There does appear to be an LE 3 repeater in Houston at least since August 2019. As of this week there is also evidence of a repeater on LE 5 (168.4625).
