whoever's booking her is responsible for providing security, so it's likely you should be scanning private security companies, or it might be paid-detail work for off-duty local cops, depending on the standards of the area. I don't know how paid-detail cops communicate these days...

High-profile personalities usually receive security from law enforcement officers. That's the case when Warren Buffett and Bill Gates come to Omaha for the annual Berkshire-Hathaway conventions. They get several personal bodyguards that are selected members of the ERU team. The protection detail and escorts use event talkgroups that are digitally encrypted. I would wager that someone like Sarah Palin will have similar protection and private security would not be retained for her protection. Sorry, I can't help with the monitoring aspect either.

I'd probably try Racom, Norfolk PD may use talkgroups not normally used, I doubt Norfolk PD has ProVoice or ESK, but never say never.

NSP may even be around, would be a good day to see if they use some of the unknown or use new talkgroups over N-Win, provided they are requested for additional security and have P-25 radios with them.

There is also a good chance the FRS/GMRS/MURS frequencies may be used as well.
