I've been in Sarnia the past few days and it was a mixed bag. Wednesday it was all in the clear. Thursday.... about 50/50. From what I heard it sounds like the have their radios programmed on the same channel using clear/secure modes (instead of turning encryption on and off). For example... channel 1 is 142.2450. I was listening to that channel yesterday and it was mostly encrypted traffic. Then a unit came on in the clear asking to do a 28/29 check on a driver. The dispatcher asked him to switch to the encrypted channel, to which he replied 'this portable doesn't have that channel'. Another unit then jumped in and said 'Are we using this channel again?' and the dispatcher advised them that all units should be on the encrypted channel and officer #1 should return to the station ASAP for another portable. So, for us in scanner land it just 1 channel... 142.2450... but it looks like they have it programmed twice into their radios... once using digital clear, once using digital encryption. Also, on a somewhat unrelated subject... Strathroy-Caradoc PS had Spectrum Communications out a week or so ago doing digital coverage testing in the area. They were very happy with the results and should be migrating to digital sooner than later. Hopefully they leave the encryption option on the bench.
