for what it's worth...

From what I've read on the web, the South Branch Valley RR is operated by the WV State Rail Authority, which I believe is a part of WV-DOT. Any radio licenses they have might be listed under "WV, State of", or "WV SRA", or who knows what?

One Google response I got from this page:
http://members.tripod.com/columbus_east/train.shtml
yielded this listing:
South Branch Valley RR 31.240 General

There's a railroad forum that is dedicated to SBVR. You might want to enroll and pose your question there as those folks seem to know their stuff:

The RadioRef WIKI has a pretty comprehensive listing of known RR freq's and ranges of freq's from which to start searches with a scanner.

Good luck.
