Scancat "RSD" file format

I been looking at the Personal RSD file format for Scancat software and I am trying to figure out what each data element does. The file is basicly a comma delimited text file, or a "CSV" file if you prefer with 36 elements per record. So far I have most of it figured out. When you load the RSD file into Excel or Quatro Pro and remove the quotes they look pretty straight forward and can be easily edited or populated from a database or another spreadsheet.

BANK, CHANNEL, FREQUENCY, DESCRIPTION, TRUNKED, ATTENUATE, DELAY, BEEP, RECORD, MODE, STEP, TONE, LOCKOUT, PRIORITY, LATITUDE, LONGITUDE, TLKGRP BANK, TLKGRP ID #, TLKGRP DESCRIPTION, FLEET ID TAG, and GROUP LOCKOUT.

What I can't quite work out is the next (22nd) element. Apparently it is a bank specific code that sets the trunking mode, band plan, base frequency, fleet Map, and several other trunking related parameters. it appears to use the first five or six records in each bank.

Has anybody else worked this out? I've been working with public domained RSD info and the individual files I gotten a hold of don't always seem to match for the same systems in this last column. I think that the 2nd element in this group needs to be a 0 for a conventional system and a 1-9 for MOTO UHF, MOTO 800, MOTO 900, ect.

Finally there are then 12 to 13 more elements after this that seem to be just padding or for future expansion. I've looked thru the wiki and several other sources on the net, but nothing detailed. Any help would be appreciated....n0lqt_._
