What scanner are you using? It may vary.

But - If you are using a 'search' function of a specific VHF band to look for P25 signals, or if you put P25 frequencies in a bank to scan, you definitely want to make sure that you turn off DCS/CTCSS searching.

On a 996/396 for instance, you can set a PL/DPL or you can set it to search for a PL on any frequency found during a scan. You do NOT want to have any PL/DPL detection on whatsoever or else it will not capture the P25.

And on a 996/396, you simply have to be in mode when scanning (or if you entered frequencies into a group, then just make sure any P25 frequencies are set to FM - or possibly NFM as well).

I am using the BC996T

Ok, then just do as I said. FM mode, NO PL/DPL set and NO PL/DPL Search set - turn off ALL PL/DPL. Then, if you are scanning and run across a P25 freq it should decode.

How is this accomplished if I am using Scan Control 6.0.0 programming it? I didn't see it listed?

I couldn't tell you off the top of my head. I make those changes from the front panel of the scanner (or you could use Control/Monitor Radio in Scancontrol).

All of this is covered in the book. I'm not one to instantly tell somebody RTFM (read the f'in manual) so I won't. But I do suggest that you do more than casually glance at the cover of the manual if you haven't already. When I got mine, I ignored the manual for two weeks. One day I decided to actually read it, and lo and behold I learned a lot more than I thought I would have.

This will turn off any CTCSS/DCS detection when you are using Service Search or Custom Search:

Press MENU, then select Srch/CloCall Opt, then push the main dial in
Select CTCSS/DCS Search, push the main dial in
Select OFF, push the main dial in

If you have created a conventional system and added groups to it, then you need to set the CTCSS/DCS off for each of the particular conventional frequencies that you have stored which you think might have P25 traffic on them.
