I have a Radio shack pro 162 trunk tracker I'm having a hard time figuring out how to program Scappoose pd. the manual is really hard to figure out. Someone help me out with a way to program that channel in. I'm going nuts,

Here is the listing in the database for Columbia County, OR:
Columbia County, Oregon (OR) Scanner Frequencies and Radio Frequency Reference

154.785 MHz appears to be the main law enforcement dispatch for all of Columbia County. I would start by programming this frequency into the scanner and see what you hear.

FYI - It is not a trunked system, just a conventional VHF frequency.
