It's an electronic circuit in the battery that cuts off the power and will never let the battery drain all the way down, as that could make it impossible to charge again. The values you set in the scanner are only for the low battery attention alarm, how long it will run from the alarm time, and are not part of the battery charge or discharge function. Usually the longest life you get from a battery are if you always keep it half charged or at least not go over a 90% full charge. Most mobile phones have a function that stops at a 90% charge and alerts you if you manually force it to 100% that it will reduce the life of the battery.
