SF Public Safety: "Going into backup trunk radio mode"

Howdy. Just heard an interesting "ALL" dispatcher announcement on SF Public Safety/SFPD. The dispatcher said (I'm paraphrasing) "All units, we are going into Backup Trunk radio mode. Please keep all transmissions to a minimum, unless there is an emergency. Standby."

Anyone know the back-story on this "Backup trunk radio mode"?

if it is a Moto system it could mean it is in site trunking instead of wide area, or that it is in failsoft. during failsoft each repeater keys conventional and no one has "private" talk groups. say they have 10 repeaters and 100 talkgroups. during trunking users only hear the TG they are monitoring, but during failsoft you have 10 conventional repeaters which are keyed at all times, and each radio personality(or the whole radio depending on programming) listens to a certain repeater. it is funny to hear the PD around here complain that another PD is on their channel during FS, duh only so many repeaters and some of you have to double up on FS slots.
