Should CHP be NFM in the DB?

This is mainly directed towards any of the radio techs on here. Obviously, I'm not running any professional-grade equipment here, but running BLK3 VAL B (44.660, Valley Division CHP) through SDRSharp, it appears they're running narrowband on their base stations. I got the same thing from GLD3 VAL B (44.620). Anyone know if this is accurate, and if so, should the entries in the DB be changed to NFM?

You can even see some of their envelope exceeding the 12.5 kHz passband there. PL tone deviation is a better way to eyeball whether a system is wideband or narrowband.
