The closest airport near Herlong which I could locate at Google Earth is at
40 15 57.51 N, 120 08 22.32 W

That seems to be a little runway. Does that seem to be right place? Thanks in advance.

Yes, that's the place. I don't think there is a day-to-day airfield operation. It's just for 'contingencies'. The depot keeps large scale water and fuel systems and mobile hospitals. These are all packed up and ready to go so a plane can land, load them quickly and be on their way.
