If it is the 700 MHz system you're talking about, that is digitally encrypted and it can't be done, so I wouldn't waste your time. If it is simple voice inversion which was/is used on the UHF systems, it can be done, but I don't have any info on that. I would do a search in other RR forums to see what you can find.
