Is he supposed to do what? He appears to be landing Runway 1L at TPA. 1100' or so at his position would make absolute sense.

You have to remember that SWA is not going to be flying around VFR. The pilot isn't going to be doing anything on his own really. He is going to be in contact with ATC, getting instruction from ATC, and everyone involved (including the Air Force base, which is maybe what you're asking?) is going to be well-aware of what is happening.

Yes, this looks normal. Southwest was making right traffic for the runway (meaning right turns). MacDill owns the airspace inside that blue dashed line, up to (but excluding) 1,200' above sea level (indicated by the box with "-12").

Operating under instrument flight rules, air traffic controllers are responsible for the airspace you're in. Meaning that the controllers would issue constraints to swa to keep them clear of the airspace (example: maintain at or above 1,200' until established on final). They can coordinate among themselves each times to allow SWA to transit the airspace. Another option is the letter of agreement between ATC facilities for this type of operation.

The published (Jeppesen) restriction and the typical ATC clearance for the visual approach on 01L is to "maintain 2600 feet until north of MacDill". ADSB shows them at 1900 feet over the MacDill runway. Seems a little low (if the ADSB is accurate) ? I've never heard ATC waive the restriction, and not sure how picky they are about busting it by a few hundred feet ?

No. You can hear SWA3542 on Tower checking in on a routine visual approach (LiveATC archives). Unfortunately the LiveATC KTPA approach frequency archives were not available during that time.
