Also, 4th backup of the central carolina skywarn is the carolina 440 UHF Link system. Those frequencies can be found at www.carolina440.net

Why don't you just Google Skywarn? Go to the national Skywarn site and follow the prompts for the individual states. Then once in the NC section, you can decide which Skywarn organization covers where you live, and you'll be able to look at their individual websites for the info. There are three that could cover that area.
