I sometimes hear encrypted transmissions on the Lawrence county police frequency (155.670). It's not dispatch or officers talking to dispatch because I can hear dispatch in-between the encrypted transmission. It does seem to be two officers having a conversation, but not by regular means. I hope they're not testing plans to go to full time encryption in the future?
